Learning limited on Meta: how much budget you really need, and the fixes in order

Meta wants about 50 results a week. Here is the arithmetic that turns that into a daily budget, and what to try first.

The short version

  • Meta says ad sets usually leave learning after about 50 results in the week after the last significant edit.
  • The minimum budget is roughly your cost per result times 50, per week.
  • Try the fixes in this order: combine ad sets, widen the audience, raise the budget, raise the bid, change the optimisation event.
  • Every significant edit restarts the clock, so stop tweaking.

"Learning limited" is the Meta status that advertisers search for most and understand least. The usual advice is "you need 50 conversions a week" and nothing else. That is true, but it does not tell you what to do on Monday morning.

Here is what Meta actually says, the arithmetic that turns it into a budget, and the order in which to try the fixes.

What the learning phase is

When you create an ad set, or make a significant edit to one, Meta's delivery system has to re-learn how to deliver it. The Delivery column reads "Learning" during that time. Meta says ad sets leave learning "as soon as they can deliver stably," which "usually occurs after about 50 results in the week after the ad set's last significant edit."

Two details matter here. It is about 50 results (whatever your optimisation event is), not 50 of anything. And the clock is the week after your last significant edit, so each edit restarts it.

What "learning limited" means

If the ad set is not getting enough results to exit, the status becomes "Learning limited." Meta defines it as an ad set that is "unlikely to receive about 50 optimization events in the week after your last significant edit." It adds that this "isn't a penalty": it is a sign that your budget is not being spent effectively, because the system cannot optimise with the current setup.

In practice you pay for it: Meta notes that during learning, ad sets are "less stable and usually have a higher CPA."

The arithmetic nobody does

To get 50 results in a week, you need to be able to afford them. The minimum budget is simply your cost per result times 50.

Your cost per resultWeekly spend for 50 resultsPer day
$10$500about $71
$20$1,000about $143
$50$2,500about $357
$100$5,000about $714

If your daily budget is well below the figure for your cost per result, that ad set will sit in "Learning limited" however good the creative is. The numbers do the diagnosing for you.

About 23 results a week Learning limited

You need about $214 a day to reach 50 at this cost per result.

Try your own numbers. The sum is simple: a week of budget divided by your cost per result, against Meta's “about 50”.

The five fixes, in Meta's order

  1. Combine ad sets and campaigns. Meta also notes that by combining similar ad sets "you also combine learnings." Ten ad sets splitting a small budget is the most common cause of this status.
  2. Expand your audience. A bigger pool helps the system find results faster.
  3. Raise your budget. Use the table above.
  4. Raise your bid or cost control. A cap that is too tight stops the system from winning auctions.
  5. Change your optimisation event. Meta's example is moving from purchases to add to cart. It is a trade: more results, but a weaker signal about who buys.

Try them roughly in that order. The first one is free and the last one changes what you are buying.

Stop resetting the clock

Meta's guidance is to avoid edits that push an ad set back into learning: "Wait to edit your ad set until it's out of the learning phase," and avoid frequent budget changes. A common pattern is an advertiser who tweaks a budget every two days. The ad set never finishes learning, costs stay high, and the tweaking looks justified.

You can see this in Ads Manager: add the Last significant edit and Results columns to see how many results an ad set has had since its last reset.

Exceptions worth knowing

  • For Shops ads, Meta's stated minimum is 17 purchases through your website and 5 through Meta for learning to complete.
  • Meta says you "shouldn't try to avoid the learning phase completely." New creative and new strategies always start with it. The aim is to get through it quickly, not to dodge it.

How IQuly uses the same numbers

For ad sets that Meta has marked as learning or learning limited, IQuly projects how many results the ad set is on pace for over a week against the 50 target, and shows the budget, bid or targeting edit from the last 7 days that restarted learning. The 50 is our reading of Meta's "about 50", not a hard rule. When an ad set is stuck, you get a plain-English alert instead of finding out at the end of the month.
